The European Accessibility Act – Setting new standards for inclusion and accessibility

The Swedish act implementing the European Accessibility Act (EAA) is set to become effective on 28 June 2025. The EAA introduces harmonized rules on accessibility for private sector products and services in the EU, aiming to make a wide range of products and services accessible to people with disabilities.
The EAA is important as millions of people in the EU live with some form of disability and often face barriers when using everyday technology and services. The EAA aims to remove these barriers by setting common accessibility requirements. This means that things like smartphones, computers, banking services, and transportation must be designed so that everyone can use them.
The impact of the EAA is expected to be significant. It will not only help people with disabilities to participate more fully in society but also open new market opportunities for businesses. By making products and services more accessible, the EAA may create a more inclusive society and promote equality.
We asked our expert, Björn Johansson Heigis, some questions about the EAA and its impact.
Can you elaborate on the main requirements for businesses? How do you see these requirements influencing the design and delivery of services and products?
“The EAA will require businesses to make services and products more accessible and to document how this has been achieved. It is likely to drive changes in design and delivery, ensuring that, for example, e-books, streaming services, e-commerce services, payment services, computers, and smartphones are usable by everyone.”
What are the most significant challenges entities might face in complying with the EAA? Additionally, how can organizations leverage the EAA as an opportunity for innovation and market expansion?
“Companies may need to invest in redesigning their products and services for greater accessibility and implement administrative measures to ensure compliance. This could present initial challenges such as increased costs and training needs. However, these efforts may also open up opportunities for innovation, making products and services more efficient and user-friendly for everyone and providing access to new markets by catering to the needs of people with disabilities. Ultimately, this can enhance a company’s reputation and expand its consumer base.”
How do you foresee the European Accessibility Act shaping the future legal landscape around accessibility in the EU? Beyond compliance, what broader social impacts do you anticipate from the widespread implementation of accessible practices?
“The EAA is expected to have a significant legal and social impact by setting a standard for accessibility across the EU. Its implementation will likely drive a shift towards more inclusive product and service design, fostering social integration and equality. This will not only benefit individuals but also contribute to a more inclusive society, with businesses playing a key role in this transformation.”
How will companies know if the EAA affects their business? And what are the consequences of not acting according to it?
“A company can assess if the EAA will affect them by evaluating whether they provide products or services in key sectors like banking, e-commerce, transportation, telecommunications, and consumer electronics, among others. If their offerings are aimed at the public and are included in these business areas, they are likely to be affected. Smaller businesses might be exempt, but it is essential for any company to review the EAA’s specifics or consult a legal expert. Non-compliance with the act could lead to legal penalties, including fines, as well as damage to reputation and loss of consumer trust.”
